Is QR code scan mandatory if the sample collection is in online mode?

Yes. It is mandatory to scan the QR code and paste the same QR code in the soil sample packet to trace. Sample collection can be done without QR codes in offline mode. In online mode, sample collection can be done without QR codes but it is recommended to use QR codes for tracking the soil samples.
