Only state and district users can create their own login using the url: https://soilhealth.dac.gov.in/admin/app/userRegistration
State user can create their login once they get the authorization from central user
District user (DAOs) can create their login once they get the authorization from state user
Soil Testing Labs(STL) are registered by district users (DAOs)
